Toronto Port Authority to Conduct Emergency Response Training Exercise at Billy Bishop Toronto City Airport on September 26

Between 7:00 a.m. and 2:00 p.m. on Saturday, September 26, the Toronto Port Authority will conduct an emergency training exercise at Billy Bishop Toronto City Airport.

This routine, full-scale emergency exercise is mandated by Transport Canada to test protocols, procedures, communications and planning for emergency and/or security related incidents.

Exercises such as this are critical to ensuring that the Toronto Port Authority maintains a high level of emergency response preparedness. This exercise will involve multiple agencies including Toronto Fire, Toronto Police Services (and related Marine Units), Toronto Paramedic Services, NAV CANADA, as well as staff and officials from the various agencies, airport stakeholders and airlines that operate out of Billy Bishop Toronto City Airport.

Between 7:00 a.m. and 2:00 p.m. on Saturday, September 26, those visiting, viewing or passing by the airport may witness or hear the scenario, and related activities, that have been developed to test emergency preparedness.

This includes:

Emergency vehicles and personnel in and around the airport, including Toronto Police Service vehicles and Marine Unit, Toronto Fire Services apparatus and fire boat, and Toronto Search and Rescue resources;
A simulated incident scene;
A simulated disabled aircraft; and,
Actors and volunteers from outside agencies serving in various roles, including as passengers or employees who appear to be in distress or in need of medical attention.

Please be advised that this is an exercise only. There will be no impact on regular operations or passengers.

Billy Bishop Toronto City Airport experienced a 10 per cent increase in passenger traffic between May and July 2026 compared to the same period in 2025, reflecting strong demand for air travel and the airport's continued role in connecting Toronto to destinations across Canada and key North American markets.

The increase was driven in part by a robust summer tourism season and elevated travel activity associated with FIFA events taking place across North America – including six games hosted at Toronto Stadium, located within walking distance of Billy Bishop Toronto City Airport – which contributed to increased visitor movement and connectivity throughout the region.

This milestone builds on the success of the awareness and education program launched at Billy Bishop Toronto City Airport in January 2023 and marks a significant evolution of the organization’s role as a transportation ally in the fight against human trafficking.

Founded by country superstar Paul Brandt, #NotInMyCity is a facilitative organization that is raising awareness and taking collective action to prevent, disrupt and end sexual exploitation and trafficking, focusing on children and youth. Toronto Port Authority to Begin Runway End Safety Area (RESA) Construction at Billy Bishop Toronto City Airport

The Toronto Port Authority will begin construction of two new Runway End Safety Areas (RESAs) at Billy Bishop Toronto City Airport in mid-July 2026 as part of a federally mandated safety enhancement project. Commencement of the project follows an Environmental Assessment that was conducted in 2024, and approval by the City of Toronto in October 2024.

Required by Transport Canada, RESAs are cleared and graded safety areas located beyond the ends of active runways. They are designed to provide an additional margin of safety in the unlikely event that an aircraft travels beyond the runway, helping to reduce the severity of potential aircraft damage and enhancing safety for passengers and crew.

The project fulfills Transport Canada's Regulations Amending the Canadian Aviation Regulations (Parts I, III and VI — RESA) and aligns Billy Bishop Toronto City Airport with current Canadian and international aviation safety standards.

Construction and Community Considerations

Construction activities will begin in mid-July 2026 and will occur intermittently through fall 2027. To minimize impacts on airport operations and daytime activity in Toronto's Inner Harbour, most construction work will take place overnight.

Construction hours are generally scheduled between 11 PM and 6 AM, Monday through Saturday, with site staging beginning as early as 9 PM.

To limit traffic disruptions and impacts on surrounding communities, the majority of construction personnel, equipment and materials will be transported by barge from staging areas in the Port Lands rather than by road. Construction-related traffic will not access the project through Eireann Quay or the airport ferry.

The project also includes extensive mitigation measures related to lighting, noise, vibration, air quality, dust management, traffic operations and marine navigation, with ongoing environmental monitoring and reporting throughout construction.

Throughout construction, helicopter medical evacuation (medevac) operations will continue uninterrupted.

The project does not extend the active runway, facilitate the use of new aircraft, increase airport operations, or alter the existing Marine Exclusion Zone.

May 11, 2026 (TORONTO) – The Toronto Port Authority has released its 2025 Audited Financial Statements and Management’s Discussion and Analysis, reporting on a year of strong revenue growth and capital investment.

Highlights from the 2025 fiscal year include:

Consolidated revenue increased 7.4% to $87.3 million;
Consolidated earnings before interest, taxes, depreciation and amortization (EBITDA) increased 1.4% to $29.4 million;
Capital investments relating to property and equipment totalled $26.6 million.

Toronto Port Authority delivered strong revenue growth in 2025, while Earnings Before Interest remained in line with the prior year. Operating revenue increased by 7.4% to reach $87.3 million in 2025, up $6.0 million year over year, from sources including airport operating fees, marine services and property rentals. Capital Investment in the year was $26.6 million to support the organization’s infrastructure and overall EBITDA increased to $29.4 million, representing an increase of 1.4 per cent over 2024.

The Toronto Port Authority’s business units all contributed towards a successful year. The Port of Toronto experienced a strong 2025, contributing $22.9 million of revenue, underscoring its continued role in supporting regional trade, industry and tourism. In 2025, the Port of Toronto handled more than 2.1 million metric tonnes of cargo, delivered by 167 vessels, marking a 6.4% increase in imports compared with 2024. The Port of Toronto is also home to a growing Great Lakes cruise ship business, with Toronto serving as an essential turnaround point. The cruise ship business at the Port of Toronto posted solid results, with 42 cruise ship calls bringing more than 18,000 passengers to the city via the Cruise Ship Terminal.

Billy Bishop Toronto City Airport had a positive 2025. Revenues in 2025 were higher than in 2024, owing to higher Airport Operating Fees. Total passengers exceeded 1.7 million, down from 2 million in 2024.

Outer Harbour Marina reported revenues of $6.0 million for the year and made investments in enhanced amenities including The Dock Shoppe and The Cottage convenience store.

Toronto Port Authority’s contribution to the city and region in which it operates was significant in 2025 through $2.7 million in the form of payments in lieu of taxes and $2.4 million in property taxes to the City of Toronto. Additionally, $3.7 million was paid to the federal government for charges on gross revenue.

In 2025, the Port of Toronto handled more than 2.16 million metric tonnes of cargo, delivered by 167 vessels, marking a 4.5% increase in imports compared with 2024. Bulk commodities included 751,353 tonnes of road salt, 575,898 tonnes of sugar, 714,843 tonnes of cement, 57,667 tonnes of aggregate, and 79,079 tonnes of steel products supporting construction and manufacturing across the Greater Toronto Area.

Salt imports rose 50% from 2024, largely due to demand driven by an icy winter; steel imports rose 24% from 2024; sugar was stable year over year; and cement was down 15% from 2024. This is the first decrease in cement imports since 2022, indicating softening demand from the construction industry.

The Port of Toronto is also home to a burgeoning Great Lakes cruise ship business, with Toronto serving as an essential turnaround point. The cruise ship business at the Port of Toronto posted solid results, with 42 cruise ship calls bringing 18,461 passengers to the city via the Cruise Ship Terminal. Cruise lines included Victory, Pearl Seas, Viking, Ponant, and Hapag-Lloyd.

As these latest results confirm, the Port continues to serve as a vital logistics hub for the Greater Toronto Area, ensuring the efficient movement of essential bulk commodities that support construction, manufacturing, and food and beverage production. Its role in shifting freight from road to marine transport also helps reduce highway congestion and emissions, while strengthening supply chain resilience. At the same time, its cruise operations contribute directly to Toronto’s tourism economy by connecting thousands of visitors to the city’s downtown core each season.

Looking ahead, 2026 is forecast to bring 45 cruise ship calls and nearly 19,000 passengers to the Port of Toronto. This is consistent with projections from Cruise the Great Lakes, which reports that economic impact of Great Lakes cruises will exceed USD $300 million in 2026, an increase of 25% from 2025.

As the seaway opens for 2026, the Port of Toronto remains committed to maintaining stable, consistent imports that support key sectors across the Greater Toronto Area and making upgrades that will ensure we continue to lead in environmentally sustainable marine transport while contributing to the region’s economic growth through activity in trade, tourism and supporting cultural industry.

A Vibrant Take on Toronto: New Perspectives Art Exhibition

March 5, 2026 (Toronto) – A new exhibition in the Perspectives Public Art program is transforming the pedestrian tunnel at Billy Bishop Toronto City Airport into a vibrant celebration of Toronto’s people, places and stories.

Presented by the Toronto Port Authority, the latest installation features the work of Anna Jasinska (photography), Callan Jaida Jones (photography), Anson Ng (digital painting), Pam Staples (digital illustration), and Jason Zante (digital painting and murals).

Perspectives brings the energy of the GTA art scene to millions of travellers and visitors each year. Each exhibition spotlights five artists, with four works per artist reproduced in striking large-scale format, turning the journey to the airport into an immersive gallery experience.

Selected by a jury including curatorial representatives from OCADU and the Museum of Contemporary Art (MOCA), this exhibition explores Toronto’s history of migration, its natural landscapes and evolving urban patterns, and the rhythms and quiet magic of everyday life. From evocative photography to bold digital cityscapes, the works capture the dynamism and diversity that define the city.

Trash Trapping Program Traps 147,000 Pieces of Plastic from Lake Ontario in Latest Cleanup Effort

Plastic pollution in Toronto’s harbour often goes unseen, but its impact becomes clear when it is measured. Between May and October 2025, the innovative environmental initiative intercepted and removed 525 kilograms of anthropogenic debris from the harbour and Lake Ontario, diverting nearly 147,418 individual items before they could travel farther into the ecosystem.

The Trash Trapping Program, led by the Toronto Port Authority in partnership with the University of Toronto Trash Team, uses a network of trash‑trapping technologies, including Seabins, WasteSharks, LittaTraps and skimming, to capture and remove floating litter from the Toronto harbour. Materials collected are counted and characterized by U of T Trash Team researchers, generating consistent annual data that informs research and supports broader waterfront sustainability goals, including the Toronto Inner Harbour Floatables Strategy to reduce floatable plastic in the harbour. Enabling the advancement of evidence-based research, community outreach, and stakeholder engagement, the program is a key measure supporting the U of T Trash Team’s goal of increasing waste literacy and reducing plastic pollution at the source.

This year, overall counts and weights are consistent with previous years’ findings. We hope in the future we observe less plastic pollution due to policy change. The program continues to monitor pollution and highlight persistent sources of plastic debris to Lake Ontario via Toronto. Annual quantification and characterization of debris remains essential for understanding patterns of pollution, informing outreach and engagement efforts, and supporting upstream prevention strategies and policy interventions.

Outlook for 2026

The Trash Trapping Program will continue in 2026, enhanced by the addition of a new type of trash trap known as a Collec’thor. Fully electric, easy to use and quiet in operation, the Collec’thor can hold up to 100 kilograms of waste consisting of micro and macro litter floating on the water’s surface. Three new Collec’thors will be deployed at the Outer Harbour Marina owned by the Toronto Port Authority and will be added to the solutions tested by the U of T Trash Team researchers along the Toronto inner harbour in the coming season.

About plastic waste in Lake Ontario

The Great Lakes provide essential ecosystem services, accounting for 20% of the world’s available fresh surface water, providing habitat for aquatic and terrestrial species, and serving as the primary source of drinking water for over 80% of Ontarians. Nonetheless, estimates project that the Great Lakes hold 6 million pieces of plastic per square kilometre, with an estimated 10,000 metric tons of plastic entering the lakes each year. A perceptive observer walking along our shoreline may recognize a variety of anthropogenic debris floating on the water surface, such as food wrappers, bottle caps, and packaging. Equally important, however, is the less identifiable, smaller anthropogenic debris, including microplastics, which can accumulate in wildlife and have adverse health effects. These large and small types of anthropogenic debris accumulate in the sediments and shorelines of the Great Lakes. Projects like the Trash Trapping Program, focused on cleanup, monitoring, and the prevention of plastic pollution in our Great Lakes, can inform effective solutions and reduce risks to humans and wildlife. Through cleanup efforts, field research, and community outreach, we aim to protect the many services the Great Lakes provide.

RJ Steenstra Joins Board of Airports Council International--North America

Mr. Steenstra is also a serving member of the ACI World General Assembly (WAGA) which represents all airports globally.

In his role as President and CEO of Toronto Port Authority, the owner and operator of Billy Bishop Toronto City Airport, Mr. Steenstra brings decades of leadership experience in airport management, operations and industry advocacy, with a focus on regional aviation in Canada.

PortsToronto Moves Forward with Runway End Safety Areas Project at Billy Bishop Toronto City Airport

Toronto, December 10, 2025 – PortsToronto, owner and operator of Billy Bishop Toronto City Airport, confirmed today that it will move forward with its Runway End Safety Area (RESA) project, adopting the minimal landmass expansion alternative identified in the RESA alternatives study and environmental assessment prepared by Avia NG and AECOM and endorsed by Toronto City Council in the October 2024 item EX17.5 - Billy Bishop Toronto City Airport - Runway End Safety Areas.

The RESA project fulfills Transport Canada’s national directive to enhance runway safety and align Canadian commercial airports with current domestic and international aviation standards as outlined in Transport Canada’s Regulations Amending the Canadian Aviation Regulations (Parts I, III and VI — RESA): SOR/2021-269.

PortsToronto undertook a voluntary Environmental Assessment and worked with AECOM to evaluate the potential impacts of the proposed project on the natural and built environments, marine navigation, transportation, air and water quality, cultural heritage and land use. The design aircraft for the study was the DeHavilland Q400, already used by the airline operators at Billy Bishop Toronto City Airport, as the project does not modify existing operations at the airport. It also incorporated community input gathered through four public consultation meetings. The assessment reviewed three scenarios for implementation, and the alternative with the longest profile (Option 3) was identified as having optimal operational mitigations, safety and community benefits. The environmental assessment has been finalized and published on PortsToronto’s “Safe, Clean, Quiet” website.

However, on October 9, 2024, Toronto City Council passed motions to extend the airport lease by 12 years (to 2045) and endorsed the alternative that provided for the minimum landmass expansion (Option 1). As such, PortsToronto began moving forward on the design endorsed by council, starting with initiating a formal amendment to the Tripartite Agreement governing the airport, which was completed on January 28, 2025.

PortsToronto has entered into a design-build contract with EllisDon Civil Ltd. to deliver the detailed design and construction of the RESAs, as well as a construction management plan to minimize community impacts including overnight construction. A traffic management plan will also be developed to coordinate construction traffic activities.

PortsToronto will continue working closely with the City of Toronto and Transport Canada to ensure full compliance with the RESA directive, enhancing the safety of aircraft, passengers, employees and crew at Billy Bishop Toronto City Airport.

About Perspectives

Perspectives brings the energy of the GTA art scene to the airport’s pedestrian tunnel, visited by millions every year. Each exhibition spotlights five local artists, with four of their works reproduced in striking large-scale format to turn the journey to the airport into a gallery experience.

Cherished by residents and visitors alike, Billy Bishop Toronto City Airport embodies the spirit of the city, and Perspectives celebrates what it means to be part of this dynamic and diverse urban community. Open to interpretation but rooted in Toronto, the program invites artworks that reflect the city’s places, cultures and environment.

Program and Eligibility

Interested artists are invited to submit their works for consideration by a jury made up of professional curators and organizations representing the airport and Toronto’s waterfront. Submitted works are considered for their artistic qualities and relevance to the program theme, as well as how they balance and interact with other works in the context of a group exhibition.

All visual arts are eligible, including photography, digital illustration, painting, drawing and collage. Since Perspectives reproduces original works on a large scale, works with high resolution quality are best suited.

Each Perspectives exhibition is mounted for approximately six months. Each artist selected to participate will receive payment of $2,000 and promotion on the Billy Bishop Toronto City Airport website and social channels.

The call opens today, December 10, 2025, and closes at 5 PM on January 15, 2026.

November 28, 2025 (Toronto) – Billy Bishop Toronto City Airport has once again joined hands with the Daily Bread Food Bank to help ensure everyone in the city has access to nutritious food. In recognition of the challenges that many in the community face, particularly during the holiday season, the airport today donated $25,000 to help launch Daily Bread’s annual holiday campaign.

Since first partnering with Daily Bread in 2023, Billy Bishop Airport’s support has resulted in 67,300 meals distributed to individuals and families in need. The partnership between Billy Bishop Airport and Daily Bread Food Bank reflects a shared belief that small actions, when multiplied by many, can drive lasting change. As with previous years, travelers passing through the airport this holiday season can contribute donations directly by scanning QR codes on digital signage throughout the terminal.

Hunger is becoming harder to escape, and people are relying on food banks more often and for longer periods of time. According to the Daily Bread’s Who’s Hungry 2025 report:

Between April 1, 2024, and March 31, 2025, food bank visits reached an all-time high of over 4.1 million (4,124,313) — 635,962 more than the previous year and a 340% increase since before the pandemic.
Over the same time period, more than 1 in 10 Torontonians relied on food banks, as compared to just 1 in 20 in 2022.
In the past year, 112,554 new clients visited food banks for the first time.
For the first time since 2020, the majority of visits (59%, up from 47% last year) came from returning clients rather than new ones.
Food bank use has become more frequent: More than half (54%) of survey respondents visited food banks three or more times a month, up from 43% last year.

Air Canada to Launch U.S. Flights from Toronto Island in a Major Expansion at Billy Bishop Toronto City Airport

MONTRÉAL, Oct. 23, 2025 (GLOBE NEWSWIRE) -- Air Canada today unveiled a major expansion at Billy Bishop Toronto City Airport with new transborder routes to four major U.S. cities and increased daily flights to Montréal and Ottawa. The new services, with frequencies favourable to business travel, further heighten the customer experience at Billy Bishop airport, including the introduction this month of fast, free onboard Wi-Fi, complimentary onboard premium snacks, beer and wine, and exclusive access to the Aspire Air Canada Café for eligible domestic customers.

Beginning in Spring 2026, Air Canada will launch new, non-stop return service four-times-daily to New York’s LaGuardia Airport, three-times-daily to Boston Logan International Airport, twice-daily to Chicago O’Hare International Airport, and daily to Washington Dulles International Airport. The start of transborder services from Billy Bishop will follow the opening of U.S. Customs Pre-Clearance at the island airport, a convenience for customers flying to U.S. airports from Canada that allows them to clear U.S. customs before departure. In addition, beginning in January 2026, Air Canada will expand its daily services in Canada’s busiest domestic travel corridors by increasing the frequency of return flights to Montréal to nine from eight, and to six from four to Ottawa.

Increased service to Montréal, Ottawa

In January 2026, Air Canada will add new daily flights from Toronto Island in the popular and heavily travelled Eastern Triangle of Canada. This includes an additional flight to Montréal, bringing the service to nine return flights daily. Between the island and Ottawa, the carrier is adding two frequencies to bring to six the number of total daily return trips to the nation's capital from Billy Bishop.

Elevating the Billy Bishop Travel Experience

Beginning in October 2025, Air Canada was the first airline to offer fast, free Wi-Fi in-flight to Billy Bishop Toronto City Airport travellers. The industry-leading service provides high-quality Internet to give customers gate-to-gate connectivity and non-stop access to productivity tools while travelling on Air Canada Express flights to and from the city airport on some of the most popular business travel routes in Canada and next year to the U.S. It is the first time Wi-Fi has been made available on a De Havilland Dash 8-400 aircraft type anywhere in the world. Regional Flying Reimagined

A full cabin redesign will soon be commenced on 25 De Havilland Dash 8-400 aircraft operated for Air Canada Express by Jazz. The program includes:

New Seating

Twenty-five Dash 8-400 operated for Air Canada Express by Jazz will be equipped with next generation, well-padded, ergonomic reclining seats from Expliseat. The seats will feature new branding and design language expressed through the seat’s dress cover. All seats will include a seatback multi-use device holder for tablets and phones, as well as a table tray. The installation of the new seating has an expected completion date for the program in mid-2026. Each aircraft will have 78 seats, and pitch will be unchanged.

Cabin Interior Redesign

The cabins of these same 25 Dash 8-400s will be upgraded to a new standard reflective of Air Canada ’s mainline aircraft interiors. The design incorporates colours, textures and tones of those found in Canadian nature, reinforcing Air Canada’s pride in being the nation’s flag carrier.

Billy Bishop Toronto City Airport unveils large-scale exterior mural on Toronto’s waterfront

Toronto, ON — Billy Bishop Toronto City Airport, in collaboration with the City of Toronto’s StreetARToronto program, has unveiled a new, large-scale mural on the exterior of the airport’s passenger terminal. Led by terminal partner Nieuport Aviation and created by Jakarundi Graphics, the mural, titled “The Stories We Carry,” celebrates the Indigenous lands and waters surrounding the airport, exploring themes of migration and the natural ecology of Toronto’s waterfront.

The mural’s concept was informed by community feedback provided through two community workshops held earlier this year. The project is the latest step in Billy Bishop Toronto City Airport’s ongoing journey to reflect Toronto’s vibrancy and diversity while honouring the history, voices and experiences that shape us all.

Positioned prominently on the exterior of the terminal’s public side, the large-scale mural is open to the public, and visible from the waterfront and select vantage points across the city. Visitors and residents are invited to experience it in person, whether travelling through the airport or looking for a fun family activity.

The mural includes imagery of water, birds, and canoes, with symbolic references to migration, community, and the Anishinaabe's connection to the land and water. While the artwork holds deep meaning, its presence at the airport is intended to serve as a welcoming and reflective space for all who pass through.

Key Findings in 2024

Public transit remains a strong preference for users

Transit use has increased significantly; it is now nearly twice as common among arriving passengers and three times as common among those departing, compared to 2018.
The free shuttle takes passengers to/from Union Station. Demand remains strong.
Good weather correlates with increased transit use. Data suggest that single passengers are more likely to choose transit over hired vehicles when skies are clear.
The data also suggest that travelers prefer auto-based transportation when control over timing is important—such as arriving for a flight—while transit is seen as more appealing for return/post-arrival trips.

Active transportation and transit take top combined spot for departing users

More than half (55%) of users now leave the airport by transit, shuttle, walking, or cycling, based on combined seasonal averages.

Overall vehicle traffic has decreased from five years ago

Overall vehicle traffic in the immediate area has decreased significantly compared to 2018, with lower volumes observed both during peak hours and throughout the day. Along Eireann Quay and nearby queuing areas, traffic remained manageable, with only brief periods of minor congestion.
Airport-related traffic accounts for an estimated 20–50% of volume on major nearby routes, and just 2–5% on Lake Shore Boulevard.
Residential impact is minimal, with only about 5% of local traffic attributed to the airport.

Operational Considerations

Competition for curbside space has increased somewhat, with double parking observed at peak timings. Operational challenges were noted as minor during the survey period.

The Billy Bishop Toronto City Airport transportation survey is available for the years 2012, 2015, 2018, 2023, and 2024. Data sources include traffic and passenger counts, vehicle queue lengths, parking data and shuttle usage records.

Haul for Hope 2025 a Success

Toronto (September 15, 2025) – Haul for Hope, presented by Hope Air, returned to Billy Bishop Toronto City Airport this past weekend, raising over $100,000 to support Canadians who must travel long distances to access vital medical care.

The event brought together 18 teams to pull a 67,000-lb Porter Airlines aircraft across the airport tarmac – a powerful symbol of the challenging journeys faced by the patients and families Hope Air serves each year.

“Every dollar raised today helps remove the barrier of distance from medical care,” said Mark Rubinstein CEO, Hope Air. “We’re incredibly proud of the strength, spirit, and generosity shown by our teams, sponsors and volunteers.”

Haul for Hope is a national event series that’s been building momentum each year to raise money for those in need of medical assistance, meeting the growing need for Hope Air’s travel support services.

Girls Take Flight Returns to Toronto on October 4

Billy Bishop Toronto City Airport is proud to announce the return of Girls Take Flight on Saturday, October 4, 2025, from 10 AM to 2 PM. This award-winning and free event features exhibitors, static aircraft displays, flight simulations, a speaker series and more, providing an opportunity to learn about science, technology and educational pathways in aviation and aerospace.

While open to all young people, Girls Take Flight is focused on inspiring young women to become the next generation of pilots, engineers, mechanics and scientists, as they continue to be underrepresented in the industry.

The speaker series includes senior leaders Lesley Page (Founder, Girls Take Flight); Tim Yee Lee (Aircraft Design & Development Safety Officer and Manager, Core Airworthiness, Bombardier); Lori Duthie (Executive Director, Canadian International Air Show); Captain Claire Lemiski (Assistant Chief Pilot, Porter Airlines); Lola Reid (Author and Pilot) and Major Marlene Shillingford (MMM., C.D., Air Reserve Flight Commander, 1 Wing Headquarters, Kingston Canadian Armed Forces), plus an inspiring panel featuring RCAF Foundation Scholarship students sharing their journeys.

The event program also includes a limited number of exploration flights, giving young women ages 8 to 17 to experience what it’s like to operate a small aircraft and ride alongside a pilot on a real flight. Exploration flights are run by event partner Stolport, a fixed-base operator at Billy Bishop Toronto City Airport, and advance registration is required.

Except for the exploration flights, activities are drop-in and open to all young people. Welcoming BETA Technologies’ ALIA Aircraft and Preparing for Advanced Air Mobility

Today, PortsToronto welcomed BETA Technologies, manufacturer of electric aircraft and charging infrastructure, to Billy Bishop Toronto City Airport as the company conducted a demonstration flight with its Advanced Air Mobility (AAM) electric aircraft, the ALIA CTOL. Co-hosted by fixed-base operator (FBO) Stolport, the event was an opportunity to showcase Toronto’s AAM readiness activity, from showcasing BETA’s aircraft to announcing Stolport’s purchase of a BETA electric charger for its operations.

As a lower-cost, safe and efficient alternative to traditional aviation, AAM offers many benefits. It can enable increased access to medical and emergency services, growing ecommerce and cargo capabilities, and more seamless passenger travel for rural and urban communities. It also contributes positively to noise abatement and air quality. Leadership on AAM is also an opportunity for education, job creation and skills development in the region.

Today’s flight of the electric ALIA aircraft signified Billy Bishop Toronto City Airport’s readiness to invest in the foundations and technology required for electric aircraft, as aligned with a modernized governance agreement.

In addition, Stolport announced the purchase of a BETA Minicube charger for use in their operations at Billy Bishop Toronto City Airport. The mobile unit is multimodal and interoperable, meaning it can power electric aircraft and ground vehicles alike. This represents BETA’s first charger sale in Canada.

Billy Bishop Toronto City Airport serves as an important hub for mobility within Ontario, providing more than two million passengers a year with safe transport to more than 20 cities in Canada and the U.S. and connections to more than 100 international destinations.

BETA’s structures engineering division is based out of Montreal. Billy Bishop Toronto City Airport has joined BETA’s growing network of infrastructure. The company has brought 52 chargers online at site locations across the U.S. for public and private use by commercial, military, and medical entities. These sites, which have been installed in partnership with airports, FBOs, government agencies, and OEMs, set the foundation to bring electric aviation to both metropolitan areas as well as rural and hard-to-reach communities with limited access to air transportation.

Second “Perspectives” Public Art Show Unveiled at Billy Bishop Toronto City Airport

Earlier this year, PortsToronto launched “Perspectives,” a public, juried art program that invites local artists to express their personal visions of the city, offering a platform for diverse perspectives that reflect the vibrancy and spirit of Toronto. The show animates the pedestrian tunnel at Billy Bishop Toronto City Airport and celebrates Toronto’s unique identity as the most multicultural city in the world.

The inaugural exhibition, from January to June 2025, featured three local artists (Que Rock, Jonathan Gazze and Mariana Hernandez).

Today, Perspectives continues with a collection from five Toronto-based visual artists: Melanie Gordon, Pam Lostracco, Jason Lujan, Tessa Shank and Sara Shields. The selected works consider many themes, including our relationship to nature, the possibilities within new social connections, the urban environment and the paths we travel in the city, and traditional and contemporary Indigenous cultures

PortsToronto Presents 2024 Financial Results at Annual General Meeting

PortsToronto today held its Annual General Meeting (AGM). During the meeting, senior management and members of the Board of Directors provided an overview of the organization’s 2024 fiscal year.

PortsToronto reported operating revenue of $81.3 million in 2024, an increase of $10.2 million or 14.3% over the same period in 2023. Earnings before interest, taxes, depreciation and amortization (EBITDA) in 2024 increased to $29.0 million, an increase of 6.6%, as compared to $27.2 million during the same period in 2023. Net income during 2024 totaled $17.0 million, an increase of $7.7 million over $9.3 million realized during the same period in 2023.

PortsToronto’s 2024 Audited Financial Statements and 2024 Management Discussion and Analysis were released May 12, 2025. Highlights of these financial documents are also included in PortsToronto’s 2024 Annual Integrated Report, which was released June 5, 2025.

PortsToronto and Toronto Marine Emergency Response Council (TMERC) host 27th Annual Marine Safety Day

PortsToronto and its Toronto Marine Emergency Response Council (TMERC) partners today hosted the 27^th annual Marine Safety Day at the Port of Toronto’s Cruise Ship Terminal.

This year’s Marine Safety Day brought together more than 250 crew and officers who will be working aboard the tour boats that operate in the Toronto Harbour throughout the summer. This annual safety training ensures that tour boat crew and officers are equipped with the valuable skills required to deal with any emergency situation, should one arise.

Expert trainers from the Toronto Police Services Marine Unit and Toronto Fire Marine Unit guided participants through training modules and provided hands-on emergency preparedness exercises that included first aid, fighting a fire, water rescues, crowd control and abandoning ship.

Marine Safety Day also provides an opportunity for PortsToronto’s Harbour Master to lead a training module on Toronto Harbour regulations – notably vessel speed limits, no wake zones, and regulations associated with vessel noise in order to prevent disruption for other vessels as well as residents and visitors to the Toronto Harbour.

PortsToronto Releases 2024 Financial Statements

PortsToronto today released its 2024 Audited Financial Statements, which report on the financial performance of business units and the organization overall, during what was another successful year by all measures.

PortsToronto reported operating revenue of $81.3 million in 2024, an increase of $10.2 million or 14.3% over the same period in 2023. Earnings before interest, taxes, depreciation and amortization (EBITDA)[1] in 2024 increased to $29.0 million, an increase of 6.6%, as compared to $27.2 million during the same period in 2023. Net income during 2024 totaled $17.0 million, an increase of $7.7 million over $9.3 million realized during the same period in 2023.

Each business unit contributed to the year’s strong results. Billy Bishop Toronto City Airport had a strong 2024, with operating income recorded at $30.6 million, up from $30.0 million in 2023. Total passengers reached more than two million, consistent with 2023. The organization also made excellent progress on key priorities across the business. Specific to Billy Bishop Toronto City Airport, PortsToronto worked closely with its Tripartite Agreement partners, City of Toronto and Transport Canada, to progress discussions that would, in January 2025, lead to an amending agreement that extends the term of the airport to 2045. This amending agreement also enables the financing and construction of Runway End Safety Areas (RESA) that are required for additional safety at airports in Canada and around the world.

The Port of Toronto also had a successful year and continued to provide a reliable, sustainable trade gateway that imports millions of tonnes of goods each year directly into the City of Toronto. The number of cargo ships visiting the Port of Toronto remained consistent in 2024, with 173 ships visiting the Port of Toronto and delivering a range of bulk, project, and general cargo products totalling 2.057 million metric tonnes. The Port’s Cruise Ship Terminal experienced another strong year, welcoming 34 cruise ships and nearly 18,000 passengers. The Port reported operating income from all sources of approximately $8.5 million in 2024, up from $3.4 million recorded in 2023.

The Outer Harbour Marina continued to experience strong and positive results in 2024. Recreational boating continued to be a favoured activity in Toronto with many new boaters coming from neighbouring residential areas of the city. The Outer Harbour Marina’s operating income was $3.2 million in 2024, up from $3.1 million in 2023.

PortsToronto’s fourth business unit, Property and Other, including investments, reported operating income of $8.5 million in 2024, up from $7.8 million the year prior. Property and Other includes the rental of various properties along the waterfront as well as investment income earned on PortsToronto’s cash reserves, which increased in 2024 versus 2023, due to higher interest rates.

Importantly, PortsToronto’s financial success means an investment back into the community and city in which it operates. As such, these strong revenues across all of our business units resulted in $8.5 million in payments to various levels of governments as compared to $7.0 million in 2023, representing 10.4% and 9.9% of PortsToronto’s Operating Revenue in fiscal years 2024 and 2023, respectively. These payments were made up of $4.9 million to the City of Toronto in the form of $2.5 million in Payments in Lieu of Taxes (PILTs) and generating $2.4 million in property taxes in addition to $3.6 million paid to the Federal Government in the form of Gross Revenue Charge in 2024.

PortsToronto’s “Duckling Docks” Make a Splash in Toronto Harbour

Today, PortsToronto crews deployed eight Duckling Docks in the Toronto Harbour at the Portland, York, and Yonge slips. This year’s Duckling Docks were hand-painted by students at the Waterfront School and the Waterfront Neighbourhood Centre, providing a vibrant, colourful welcome for ducklings needing a safe place to rest along the Toronto Waterfront.

This initiative, which began in 2021, was driven by concerns about the lack of safe resting spots for ducklings along the waterfront. The Duckling Docks, designed in consultation with the Toronto Wildlife Centre, provide an accessible resting platform for young ducklings still developing their waterproof down. The duckling season typically runs until mid-July.

Each dock is a wooden platform, 12-inches wide and six-feet long, and securely fastened to an existing floating dock or dock wall. The design includes a beveled edge and a textured surface, making it easier for both ducklings and adult ducks to climb aboard safely.

What makes these docks even more unique is that they were hand-painted with creative designs by the students at Waterfront School and the Waterfront Neighbourhood Centre before they were installed. These bold and colourful designs ensure the docks are easily visible and not mistaken for debris and removed.

Billy Bishop Toronto City Airport (YTZ) has once again been ranked among the world’s best by the Skytrax World Airport Awards, a global benchmark of airport excellence voted on by nearly 14 million passengers worldwide. Ranking tenth in the World’s Best Airports (under five million passengers) category, this represents the ninth year that Billy Bishop Toronto City Airport has won a prestigious Skytrax award.

The 2025 Skytrax Awards are based on millions of airport survey questionnaires completed by more than 100 different nationalities of air travellers, covering 550 airports worldwide. In the independent survey, passengers continued to rank Billy Bishop Airport highly across 39 key performance indicators, including fast check-in times, ease of access to the terminal, and the courtesy and efficiency of airport staff.

PortsToronto celebrates 164th annual Top Hat Ceremony

A sure sign of spring’s arrival, the first international ship of the 2025 shipping season has arrived at the Port of Toronto. Earlier today, PortsToronto “crowned” Captain Sergei Soldatkin of the MV Blacky with an antique top hat – first presented in the spring of 1861– at the annual Top Hat Ceremony. For the past 164 years, PortsToronto has celebrated the official opening of the commercial shipping season by crowning the captain of the first ocean-going vessel or “saltie” to arrive at the port.

In 2024, the Port of Toronto once again confirmed its critical role in the regional economy, posting another strong year in marine imports and cruise ship activity. In 2024, the Port handled more than two million metric tonnes of cargo and welcomed 34 cruise ships, bringing nearly 18,000 visitors to its Cruise Ship Terminal. These figures highlight the Port’s continued significance as a key contributor to tourism, trade, and construction in Ontario’s largest city and most populous region.

The Port of Toronto’s operations generate more than $460 million in economic activity for Ontario, demonstrating its vital role in sustaining the region's growth and prosperity. From the cement that supports Toronto’s booming construction industry – one of the busiest in North America – to the sugar that sweetens the morning coffee of millions, the Port remains a reliable and sustainable trade gateway that imports the goods necessary for the city to thrive.

Background
Every year since 1861, PortsToronto has “crowned” the Captain of the first ship into the Port of Toronto with an antique silk top hat. This year marks the 164^th annual Top Hat Ceremony.

The Port of Toronto’s first Harbour Master, Hugh Richardson, initiated the idea to entice ships to bring building materials into the harbour as early as possible each year, allowing Toronto – then a burgeoning city – to start its building season. The first ship was given $100 in a briefcase, and the top hat, which served as the “key to the city’ for a 24-hour period enabling the captain and crew to eat and drink for free. The same top hat, now 164 years old, is used today, although measures are taken to protect and maintain it so it can be used for years to come.

Originally begun as a celebration of the first ship to enter the harbour each year, the annual tradition now celebrates the arrival of the first ocean-going ship of the season, also known as a “saltie.” This year the first saltie to arrive was the MV Blacky, which arrived in the Port of Toronto from Sao Sebastiao, Brazil, on March 28 under Captain Sergei Soldatkin, carrying more than 19,000 metric tonnes of sugar for the Redpath Refinery. The trip from Brazil took approximately 30 days. The annual ceremony celebrates the commencement of the 2025 shipping season

Jane McKenna Elected as New Chair of PortsToronto Board

PortsToronto today announced the election of Jane McKenna as Chair of its Board of Directors, effective March 14, 2025. McKenna has served on the PortsToronto Board since her appointment by the Provincial Government in 2023. During her tenure she has played an active leadership role, serving as Chair of the Communications and Outreach Committee and as a member of the Governance and Human Resources Committee.

Jane McKenna brings a strong background in Ontario politics, having served as the Progressive Conservative Member of Provincial Parliament (MPP) for Burlington from 2011 to 2014, and again from 2018 to 2022. During Ontario’s 40^th Parliament, she held roles as Government Critic for Economic Development, Trade and Employment, Government Services and Children and Youth Services. In government, she served as Parliamentary Assistant to the Minister of Labour, Training and Skills Development (2018-2021); and later as Associate Minister of Children and Women’s Issues. Prior to entering politics, McKenna built a successful career in advertising and entrepreneurship, founding her own consulting firm, Rainmaker Consulting.

Ms. McKenna succeeds Ms. Sandra Pupatello, who was appointed to the PortsToronto Board by the Federal Government in 2023 and assumed the role of Chair in April 2024. Earlier this month, she was appointed to the Senate by former Prime Minister Justin Trudeau and, as a result, is no longer eligible to serve on the Board of the port authority. She resigned from the Board on March 13 to begin the next chapter of her public service as a Senator.

During her tenure, Pupatello, together with the PortsToronto Board of Directors, helped drive strong financial and operating performance and oversaw several key achievements for the organization. Notably, at Billy Bishop Toronto City Airport, this included confirming the establishment of a new US Customs Border Patrol Preclearance facility and securing a new amending agreement for the Tripartite Agreement.

Trash Trapping Program rids Toronto Harbour of 175,000+ small pieces of plastic in 2024

Between May and October 2024, a network of trash traps in the Toronto Harbour diverted more than 600-kg of anthropogenic (man-made) debris from the waters of Lake Ontario, including items such as plastic pellets, pieces of foam from food containers and construction activities, plastic bottle caps, cigarette butts, fatbergs, and more than 175,000 small pieces of plastic.

The Trash Trapping Program, led by PortsToronto and the University of Toronto Trash Team (U of T Trash Team) since 2019, and a cornerstone of the Toronto Inner Harbour Floatables Strategy, uses various methods and technologies such as WasteSharks, Seabins, LittaTraps, and manual skimming to capture and remove plastic pollution from the Lake Ontario. Materials collected are counted and characterized by U of T Trash Team researchers, informing solutions-based research and helping to combat plastic pollution in waterways.

Key Results and Findings in 2024

Waste Diversion by Weight
- A total of 642 kg of waste was diverted from the environment.
Waste Diversion by Numbers:
- Large items collected: 53,886
  - Top 10 large items collected: Foam, cigarette butts, tobacco products (i.e. cigar tips), plastic bottle caps, large plastic fragments, food wrappers, large plastic film, straws and stirrers, plastic bags, plastic beverage bottles.
- Small items collected: 174,251
  - Top small items collected: plastic fragments, foam, pellets, film, other.
  - Tiny debris (including microplastics or items smaller than 5mm) remain the most common type of collected waste. Plastic breaks down into microplastics over time in the water, making it difficult to trace origins.
Seabins:
- Five Seabins operated on the Toronto Waterfront and two at the Outer Harbour Marina. These Seabins trap floating debris in a catch bag that is emptied daily.
WasteShark Aquadrones:
- These drones can remove up to 180 liters of marine litter per trip. In 2024, they collected 163 large pieces of debris (5.9 kg total) during 12 trips.
LittaTraps:
- Ten LittaTraps were placed in storm drains near Queens Quay to prevent debris from reaching the harbour. They mainly captured cigarette butts, paper, and litter that could eventually break down into microplastics.
Skimming for Litter:
- Manual skimming (scooping floatable litter) was conducted along the Toronto Inner Harbour to remove both large debris and invasive plants that accumulate microplastics.

2025 Trash Trapping Program Outlook

The Trash Trapping Program operates between May and October each year. In May 2025, PortsToronto will work to install existing trash traps at locations on the Toronto Waterfront and at the Outer Harbour Marina, and the U of T Trash Team will be onboarding and training the 2025 research team.
In addition to our existing fleet of seven Seabins and two WasteSharks (the Toronto Sharks, Ebb and Flow), PortsToronto is in the process of procuring new fixed trash trapping devices to be installed along the Toronto waterfront in spring 2025.

Port of Toronto Continues to Drive the Regional Economy with Strong Performance in 2024

The Port of Toronto has once again confirmed its critical role in the regional economy, posting another strong year in marine imports and cruise ship activity. In 2024, the Port handled more than two million metric tonnes of cargo and welcomed 34 cruise ships, bringing nearly 18,000 visitors to its Cruise Ship Terminal. These figures highlight the Port’s continued significance as a key contributor to tourism, trade, and construction in Ontario’s largest city and most populous region.

The Port of Toronto is part of an environmentally sustainable, marine transportation corridor that stretches through the Great Lakes – St. Lawrence Seaway, facilitating the movement of goods and people through one of North America’s busiest regions. Further to its substantial economic impact, the Port helped alleviate road congestion in the Toronto region, with the two million metric tonnes of cargo delivered to Toronto in 2024 taking approximately 51,000 40-tonne trucks off the city’s roads and highways.

The Port of Toronto’s operations generate more than $460 million in economic activity for Ontario, demonstrating its vital role in sustaining the region's growth and prosperity. From the cement that supports Toronto’s booming construction industry – one of the busiest in North America – to the sugar that sweetens the morning coffee of millions, the Port remains a reliable and sustainable trade gateway that imports the goods necessary for the city to thrive.

The Port of Toronto welcomed 34 cruise ships and nearly 18,000 passengers in 2024. Toronto is a popular urban destination for Great Lakes cruising, and as a turnaround port with easy access to air, rail and road transportation, often hosts arriving or departing cruise passengers for several days as they enjoy all the city has to offer. Cruise the Great Lakes, an initiative led by the Conference of Great Lakes Governors and Premiers, expects cruising in the Great Lakes to generate an economic value of over $200 million USD to the region’s Ports and communities in 2024. Looking ahead, the year 2025 will usher in another strong cruise ship season, with 48 ships expected to call between April and October, bringing more than 20,000 passengers to Toronto.

By the Numbers

173 cargo ships delivered 2,056,924 million metric tonnes of goods to the Port of Toronto in 2024, including:
- 591,265 metric tonnes of sugar from Central and South America to support Toronto’s food and beverage industry;
- 500,868 metric tonnes of salt, much of which is used for Toronto’s roads during the winter months;
- 840,570 metric tonnes of cement (a six per cent increase over 2023);
- 58,904 metric tonnes of aggregate; and,
- 64,586 metric tonnes of steel products, including coil, pipe, and rebar, which transited through the Port to construction sites throughout the Greater Toronto Area.
The two million metric tonnes of cargo delivered to the Port by ship last year took approximately 51,000, 40-tonne trucks off Toronto's congested roads and highways.
$463.5 million in economic activity generated by marine cargo at the Port in 2022[1].

Amended Tripartite Agreement Completed Enabling RESA Compliance at Billy Bishop Toronto City Airport

PortsToronto, in cooperation with its Tripartite Agreement partners Transport Canada and the City of Toronto, has successfully amended the Tripartite Agreement governing Billy Bishop Toronto City Airport. The amendment will enable important works required to achieve compliance with Transport Canada’s Runway End Safety Area (RESA) regulations designed to enhance safety at airports across the country and around the world.

In July 2024, Transport Canada officially notified PortsToronto that Billy Bishop Toronto City Airport had surpassed the passenger volume threshold outlined in the RESA regulations, and that compliance at the airport was to be achieved by July 2027.

To comply with RESA regulations, an extended landmass and a longer agreement term were required, which in turn necessitated amendments to the original 1983 Tripartite Agreement. The amendments consist of a minimal landmass extension to enable RESA, as well as a 12-year extension of the Tripartite Agreement to December 31, 2045, to enable financing of this large-scale project.

The amended Tripartite Agreement also recognizes that the parties will discuss a longer-term lease extension and renegotiation of the agreement to ensure ongoing and future operations of Billy Bishop Toronto City Airport.

Billy Bishop Toronto City Airport Launches Perspectives Artist Program

Billy Bishop Toronto City Airport is proud to debut Perspectives, a public art program that showcases local talent and expresses unique visions of Toronto. The new program invites local artists to share their personal interpretations of the city, offering a platform for diverse perspectives that reflect the vibrancy, diversity and spirit of Toronto. The launch of the program will feature 20 works of art displayed in the airport’s pedestrian tunnel, creating an immersive experience for passengers, employees and community members that travel through the tunnel.

Perspectives has been designed to be ever evolving, providing a platform for local artists to explore and express their personal connections to the city, from its landmarks and neighbourhoods to its people and culture. Featuring a diverse range of works, Perspectives provides a dynamic, visually engaging experience for travellers, allowing them to connect with the city on a deeper level as they pass through one of its busiest transport hubs. The art will be regularly refreshed and changed to ensure a diversity of perspectives, and future iterations of the program have the potential of expanding to other areas of the airport, including the passenger terminal.

Billy Bishop Toronto City Airport today launched the Hidden Disabilities Sunflower program for passengers travelling to and from the heart of downtown Toronto. The program offers individuals who have a non-visible disability with the option to wear a sunflower lanyard or sticker, providing a discrete way of signalling to airport staff that they may require additional support or a little more time or patience.

Without a visual cue, it can be difficult for others to identify, acknowledge or understand the daily barriers faced by people living with a non-visible disability. For those living with such disabilities, the sunflower lanyard or sticker enables them to navigate their environments confidently, choosing what they share or don’t share about their non-visible disabilities, conditions, or chronic illnesses. For those who work at Billy Bishop Toronto City Airport, the program and associated training equips them with the knowledge and confidence to talk about disabilities, and respectfully and non-intrusively support colleagues and customers with non-visible disabilities.

PortsToronto is pleased to announce that Captain Satinder Singh will be joining its leadership team as Vice President, Marine, effective January 27, 2025.

Most recently serving as the Vice President Operations and Harbour Master at the Nanaimo Port Authority, Captain Satinder Singh brings more than 25 years of distinguished leadership in the marine industry to his role as Vice President, Marine at PortsToronto. Captain Singh has also served as Harbour Master at the Queens Harbour Master at the Department of National Defense, as well as Master and Chief Officer of Vancouver Cruises and Valles Steamships.

Captain Singh holds Bachelor and Master degrees in Maritime Management from Memorial University of Newfoundland, and sits on many maritime industry boards and committees including serving as Chair of the Sustainability Committee of the Association of Canadian Port Authorities (ACPA). Recognized for his strategic vision and operational expertise, Captain Singh has a proven track record of delivering innovative solutions that drive efficiency, sustainability, and stakeholder collaboration.
